A brief history of the flower-laying tradition on May 9
Until 1965, there were no military festive parades in the USSR, but wreath-laying ceremonies. And the holiday on May 9 was only 2 years after the Victory. At that time, there was no clear need for memorials: the horrors of the war were in everyone's memory, and the servicemen who returned from the war were young.
A military parade with other attributes of the holiday known today appeared already in the Brezhnev period of the history of the USSR. Objectively speaking, the idea of celebrating May 9 was a requirement of the times: a new generation appeared, who knew about the war only from history textbooks and stories of grandparents. Therefore, under Brezhnev, memorials and monuments began to appear throughout the Soviet Union. For the first time, wreaths were laid at the Tomb of the Unknown Soldier on May 9, 1967, and a day earlier, the Eternal Flame was lit in the same memorial place.

Today, the solemn laying of wreaths at the monuments is not a trivial gift of flowers to the heroes who died for our freedom. This is an established and well-thought-out ritual over the years, approved by the regulations of the President of the Russian Federation.
You need to understand that everyone can present flowers to a veteran, but laying wreaths is another matter. This ceremony is held only by delegations from military units. Moreover, this honor falls only to the best of the best in various types of troops. It is important that the delegation can lay wreaths only by special order of the Ministry of Defense.
One of the features of the commemorative wreaths laid is considered to be their size. As a rule, such wreaths are carried by 2 soldiers. And this is no coincidence. This is a symbol of the so-called "people's shoulder" and common cause, which were reflected in the Victory Day.
Can civilians place memorial wreaths
As mentioned above, the laying of memorial wreaths is an official and strictly regulated event. But at the same time, every year millions of people come to the graves of veterans and unknown soldiers, to memorials and monuments with flowers to express their gratitude. Someone is limited to just a bouquet of flowers, and someone brings lush wreaths.
