Vladimir Medinsky, Minister of Culture of the Russian Federation, presented to a public court an article on what, in his opinion, should be the role of the state in regulating cultural life. The minister equated Russian culture with the issue of state security and wrote that he intends to reckon with the conservative majority of Russians and their base of values. According to the official, culture is a mechanism for the production of a citizen. However, the state's role in regulating this mechanism should not be the same as many "free artists" and "supporters of control" imagine.

Medinsky noted that according to the results of social surveys, about 82% of Russians are in favor of state regulation of cultural life. At the same time, only 12-14% of Russians advocate the introduction of censorship, and only 3% of Russians believe that the state should politicize cultural life in the country. Thus, it becomes clear from the polls what the position of the state should be.

The minister focused on the fact that the state should in no case prohibit anything in the field of cultural life without special need. A rational dialogue should be built between the artist and the authorities, and not the same as it was during the years of the USSR. The Minister of Culture stressed that the state should support not only traditional values in culture, but also innovation. However, at the same time, every artist must feel and bear responsibility to society.

In his article, Vladimir Medinsky drew attention to the fact that the government, as a system, must first of all protect the conservative majority of Russians and their value system. According to him, cultural life should not in any way irresponsibly encroach on what is sacred for a large group of fellow citizens.
