The course towards increasing the income of the population, increasing its education and improving housing conditions contributed to the development of needs, an increase in demand for new, better quality goods and consumer goods. However, the production of consumer goods, the organization of food supply, the development of the service sector, trade, transport, recreation and culture, and medical services were at a low level. There is a deep need for social and economic renewal, the development of new policies and new priorities. However, this need has not been met. As a result, the deformations in economic and social life intensified more and more.

The foreign policy pursued by the Soviet leadership since the time of Lenin, aimed at confrontation with the capitalist countries and with the ultimate goal of establishing the Soviet version of socialism throughout the world, has reached a dead end, since in the near future the USSR was to lose its status as a great power. The ruling circles of the country were really faced with the task of preserving their power. Attempts to "tighten the screws", carried out during Andropov's short reign, proved to be ineffectual. The ideas of a deeper reformation of social life in the USSR began to appear more and more clearly. The CPSU was rapidly losing its leading and organizing role among the working people.
