Milonov turned to Prime Minister Dmitry Medvedev and proposed to introduce a temporary moratorium on the funding and support of culture by the authorities. In particular, it was about the allocation of money for films, theatrical performances and "other mass cultural phenomena."

Vitaly Milonov expressed concern about the current tendency in society: after the release of almost every work financed by the state, a discussion flares up among critics and ordinary residents about the expediency of financing projects. As one example, Vitaly Milonov presented the film "Leviathan" by Andrei Zvyagintsev, which at one time was nominated for an Oscar, but at the same time became the object of fierce disputes and discussions at various levels in Russia. The deputy expressed confidence that a moratorium on financing art from budgetary funds should operate in the Russian Federation until the authorities can develop a more effective financing model that will meet the interests of the people and the country.
