The botanical garden was built at the end of the 20th century in a building that previously housed the central market. After the market closed, Leopoldo Flores appealed to the government with a request to preserve the historical appearance of the city and not to destroy the premises. He convinced the authorities to invest in refurbishing the covered pavilion into a botanical garden to house stained glass art. The artist called his brainchild Cosmovitral, a neologism that combined the Spanish words "space" and "glass".

To place the "glass paintings", the walls of the building had to be reinforced, which required about 75 tons of reinforcement. 45 tons of blown glass and 25 tons of lead were spent on the creation of stained glass windows. Today, the halls of the botanical garden are decorated with huge frescoes and mosaics, they were collected from more than half a million multi-colored fragments. The central stained-glass window (called "Hombre Sol", which means "Sun Man") depicts a man born from a flame. The stained glass symbolically reveals the theme of the harmonious relationship of man with the heavens; it is also believed that this is the personification of the vernal equinox. This work became so popular that it became one of the symbols of the city of Toluca.

In addition to stained glass windows, in the botanical garden, as expected, you can see more than 500 plants brought from different parts of the world. Thousands of visitors come here every year, but they are all Mexicans. Unfortunately, Cosmovitral is practically unknown outside the country, so foreigners have yet to discover the amazing stained glass windows collected at the initiative of the artist Leopoldo Flores.
