The main idea of the festival is the creative unity of performing arts masters, young talents and all connoisseurs of high culture under the sign of the country's main patriotic holiday - Victory Day. Co-chairman of the Council of the Musical Quarter Cultural Foundation, Deputy of the Moscow City Duma I. Yu. Novitsky notes: “The mission of the Musical Quarter festival is to unite generations under the sign of the memory of the Great Victory, as well as to familiarize young people with all the richness of musical culture, with the history of their homeland. On the greatest holiday of our country, Victory Day, guests of the Musical Quarter festival will be able to pay tribute to the defenders of the fatherland, as well as get in touch with the history of World War II, reflected in the classical works of musical culture."
The extensive program of the "Musical Quarter", embodied in the format of a street party, includes musical, dance and theatrical performances on the theme of the Great Victory, a number of interactive events of a cultural, entertainment and educational nature, and, at the same time, represents the symbolism and life of 1941-1945.

A wide range of musical repertoire - from classical music to folk songs and military marches - will be presented on several stages: the main concert stage, mobile "front stages" (scenes on military trucks), as well as impromptu dance floors where artists invite guests to dance festival.
The compositional and, at the same time, the semantic center of the festival is a monument dedicated to the cooperation of soldiers of the countries participating in the Anti-Hitler coalition, in front of which the main concert stage is located. Thus, the musical program is formed taking into account both domestic and foreign composers and works.
The Musical Quarter also invites everyone, young and old, to take part in a number of educational and cultural and entertainment interactive events organized directly on the territory of the festival. Guests and participants of the festival will be able to get in touch with wartime life and its attributes - military rituals, military equipment, uniforms and camouflage, field kitchens, anti-tank "hedgehogs" and many others.
