The list of socially significant resources of the Ministry of Telecom and Mass Communications was a site offering services for writing dissertations, theses and scientific articles. Novaya Gazeta drew attention to this.
The portal "Scientific Articles.ru" is designated in the list of the department as an "information resource". In the "Services" section of the site, visitors are offered to "order a scientific article in 24 hours with a phased payment for the result and a 20- + day guarantee." At the same time, "90-100 percent of the uniqueness of the text for any plagiarism system" is guaranteed.
Advertising for research writing services was banned in November 2018. For violators, a fine is set from 100 to 500 thousand rubles for legal entities. For individuals, the amount of the fine is from 2 to 2, 5 thousand rubles.
On April 6, Russia approved a list of free Internet resources. An experiment to provide free access to socially significant information resources will take place until July 1, 2020. In total, the Ministry of Telecom and Mass Communications approved a list of 391 socially significant information resources.
The demand for information resources included in the list was determined on the basis of publicly available data on their attendance. This list can be changed as necessary, but not more often than once a week.
